If the city librarian refused to identify the names of the staff that she sent on the basis of her entitlements, she should at least be made to identify the limited number of employees that she sent at public expense. Is the limited number equal to the number of trustees? Or is it twice as many trustees? Or three times as many trustees? Or four times as many trustees? How many?

I think you have to know what difference you're going to make when you go somewhere, and then you've got to work to make that difference. If you can't do it in two terms, obviously it wasn't there for you.
