What other countries like India want is to liberalize [mode IV to include] other workers in general, but if you open that up, competition will become bigger, from India, from Eastern Europe.

In the first place, our people are already all over the world long before GATS [was framed]. On the other hand there is demand on so many countries for Filipino workers, from the highly skilled to the level of limited skills.
