It's kind of hard to speculate on something that is so up in the air. I don't know how different (the 2008 primary) will be, or even if it will be different.
The only way they are capturing them is by profiling. That's exactly what has to be happening in Hudson and New Ipswich, it's not the situation that they happen to arbitrarily find them.
