They have explained that this is a rule applicable to people from all nationalities. Earlier the embassy used to issue clearance certificates to Indians here, but as per the new rule, they have to secure it from their home districts and get it attested by the embassy here. This has created problems to many people, especially those who are residents of Qatar for many years.
