Phase two will entail the involvement of the international community and we are hoping there will be offers...to participate in this 'Eyes in the Sky' program.

I am satisfied with the outcome.

Hopefully this will send a very strong message to the international community that we are serious about maintaining the security of the Malacca Strait.

But if we did not have it, we would not have been able to survive.

I would consider this as phase one.
