We are looking at very, very difficult negotiations in the days ahead, ... strong positions, and many of us do have very strongly held positions. That's the nature of the game. My only regret is we didn't get into the negotiations early enough.

We have said right from the start, without negotiations, the document is not going anywhere. So we're happy finally that there's a recognition there has to be face-to-face negotiations. These will be difficult, these are a bit late. But it's not an impossible task.

What happens in the development section ... will influence positions on other parts of the document.
