I think this is all the more reason why you need to have 16- [and]17-year-olds in the juvenile justice system because then everybody would be working to get them out as soon as possible.

When you have a crisis, you need to act like it's a crisis.

Children need permanency as soon as possible. They are in legal limbo land as a result of not getting a decision one way or another on whether or not they are freed up for possible adoption.
