"Mark Phelan" (born 1983) is an Irish people/Irish hurling/hurler who played as a right corner-back for the Kilkenny GAA/Kilkenny senior team.

Phelan joined the team during the Walsh Cup (hurling)/2004 Walsh Cup and was a regular member of the team for just two seasons. During that time he failed to win any honours at senior level. He has won All-Ireland Intermediate Hurling Championship/All-Ireland and Leinster Intermediate Hurling Championship/Leinster winners' medals in the intermediate grade.

At club level Phelan is a one-time Kilkenny Senior Hurling Championship/county club championship medalist with Glenmore GAA/Glenmore.
