If they have to pay out of pocket, will they? It's so trite to say the devil is in the details, but a lot of questions remain.

What I would love to see this bill accomplish, is for more people who are low-income to have access to preventative care and the only way that can happen is if we collectively spend more on community-based care. The ultimate goal is to make more people healthy, because you want to have people not get so sick that they need more expensive care.

It's the unattended consequences that I'm most worried about. The problem with personal responsibility is that it doesn't recognize economic barriers that may deter people from getting the kind of health care they need.
