The dynamics of rainfall and erosion don't change over the years, but we do have urban sprawl. We used to have rivers and now we have housing developments (downstream).

It's not surprising to learn that a landowner would take those steps. There are all kinds of issues that landowners need to be aware of -- liability, for one; health and safety.

We have some active reservoirs, so we keep a close eye.

There's no cookie cutter approach that we found. This issue in general is something that really begs a larger question.
