We regulate locations that give food to the poor, now we can regulate those that feed on the poor.

The numbers of people who qualify, don't match those that participate. That's true of most low-income programs, quite frankly.

Micromanaging is ridiculous. There's always a certain amount of dynamic tension, which is good because it stimulates creative thinking. But what we want to look for (in city government) is a balance where each body or group of people is fulfilling their role.

We would like to see these phased in in 2006. The discussion will be focused on that timetable.

We do want to account for the projects in the pipeline and not harm them.
