Contractors are a good barometer and they were complaining loudly and long. Many of them said they would turn in an incomplete bid or would not bid.

We postponed the bid opening to the 12th of April because the documents weren't complete enough and we weren't comfortable with how the bids would go. We didn't leave enough time, apparently, for contractors to review many of the mechanical issues.
