Right now projects come to us with an application and we go through a review process which includes an environmental impact study and a provided that it meets all the criteria and the studies are complete and they can begin the construction.

It gives us an opportunity to see if there's a chance that something could be done off the coast of Virginia. If we don't stick a study of Virginia in the plan, then we don't get the opportunity to look at Virginia at all.

My understanding with that is that is an anomaly. It is not something that would be expected, that high wave.

The fact that the governor vetoed it didn't change the fact that the legislature expressed an interest in it.
