There wasn't really litigation threatened. We sent them (the Scouts) a letter saying that we'd noticed the number of these arrangements with government agencies and we were concerned. And they've responded by informing us they will go ahead and alter those arrangements on their own.

From what we hear, the Scouts have been making a good deal of progress on doing that.

There is no reason to mandate all of those cameras unless you one day see them being linked up to the city's 911 system. We have perhaps reached that moment of critical mass when people ... want to have a dialogue about how much of this is appropriate.

It's a classic circumstance of, in fact, trying to address a problem where the cure may be worse than the disease.
