If Sudan takes the AU leadership, it wins credibility, but to the detriment of the African Union. The Sudan government has been one of the worst perpetrators of human rights abuses on the African continent for the last two years.

That international engagement which was so critical to attaining the agreement has largely dissipated since the agreement was signed. So there is a lot of involvement today, international involvement, on the development side, but very little involvement on the political side.
