With the number of illegal aliens, we can't drop our criminal prosecutions to handle administrative arrests. We have to prioritize.

Anybody who is in this country illegally runs a risk, When you have limited resources your have to prioritize running down criminal illegal aliens.

We have to prioritize our mission _ to go after the highest priority _ and that would be criminal aliens, who are a higher threat to the public than non-criminal aliens.
