They can tax and spend, but there is not a whole bunch of accountability.
You can have just a lot and the building doesn't exist anymore, but it's an attraction for criminal activity and trash and the city can't declare it blighted anymore.
In that sense it's probably a good thing.
It might make the law clearer.
