Request legislation will go forward, but that won't be done without the full participation of all the stakeholders involved in the case. It is very much a collaborative issue, for both parties to the suit and other members of the regulated community.

Obviously the law allows for the minister to reject this, so this is legitimate. This decision has arrived five months after the first request. But at least now we have a decision.
