If you pass a law, it's only as good as its enforcement. We can't enforce the two-loan limit unless we have people entered in the database.

In some locations, it's hard to recruit nurses, thus the need for overtime. The underlying issue is there aren't enough nurses in Illinois, so that's what the governor is working to address.

We felt it was that person's responsibility to take care of the maintenance of the facility and make sure that the facility is operated safely and cleanly. We don't normally do summary suspensions unless there's imminent concern.

This way, we don't get people going across the street to another (loan) store.
