Drugs, domestic violence and poverty, each one of these things is a burden to bear. Put together, these are unbelievably difficult challenges.

Sometimes a tragedy is just a tragedy and not a harbinger of a bad trend. It is important not to lose sight of why we try and keep children in their homes. Lots of years of experience have taught us that in most cases, this is the best outcome. It is not done lightly.
