This is a 'meet them halfway' kind of compromise.

We realize that something's got to happen. I think there is certainly a resolve to try.

It's not about that. It's about getting the facility that they need in this area. We bend over backwards to try to get the locals to step up.

It's not about distributing money to every school district, and to going in and building in school districts where there's not a problem. It's about focusing our limited resources to the specific problems.

If we waste a year like this and we don't recharge, then shame on us.
