I don't think it needs to be a setback.

A comprehensive plan would address the issue of whether if we have gambling and we have casinos, would we limit it to the Indians or would we open it up to some type of license where other businesses could have gambling.

I was as disappointed as everybody else was. There was a loud hue and cry about the amount, that the House budget was less than the governor's budget on Chapter 70. That was not taken lightly.
