"Patrick K. "Pat" Neal" is an American real estate developer and politician who is a former Florida State Senator and former representative in the Florida House of Representatives. He is the CEO and president of Neal Communities Inc.

Neal was born in Des Moines, Iowa, and received a degree in finance from the Wharton School of Finance of the University of Pennsylvania. He served in the United States Army Reserve before joining his father in developing land in Southwest Florida. In 1974 he was elected as to the Florida Legislature as a Democrat. He served as a member of the Florida House of Representatives for four years and was elected in 1978 to the Florida Senate, where he served eight years. In 1986, he lost a bid for re-election and turned his focus to his real estate building and land development company, Neal Communities. He is now registered as a Republican.
