This is a matter of such great importance to not only Mr. Shaffer, but to all the citizens of Jacksonville.

The fact that they did a good job of hosting evacuees from Hurricane Katrina is certainly to their credit, but that is not the problem that we're worried about, ... Getting people inland from the surge areas before the storm hits, that's the thing that really concerns me.

People were spooked by hurricane Katrina, and understandably so, ... It was not only a national news story, but with so many evacuees in Houston, it became very salient to people here. That's the reason why everybody decided to be very cautious.

If folks don't think government and their fellow citizens are up to the task, they may not feel that they are, either. What's civic morale going to be like, long term? I don't think we can say yet. We haven't ever seen anything like this.

The problem was from the very bottom - from the city to the state to FEMA to DHS to Bush.

We do believe in this particular case it's clear that we're talking about public property that belongs to the city of Jacksonville.

There are lots of ways for levees to fail. Overtopping is just one of them.
