The issues were in Fredericksburg. They had more trouble maneuvering than they expected. It took a lot longer to get through the city.

These projects are affected because we don't have the funding yet. It costs so much to complete an entire project, so we address the more immediate needs and avoid lingering. And then the other portions can be done as the needs warrant.
