It is a very strong policy, and we don't expect or even want departments to adopt it fully, but it is an excellent guide. The goal of this program is to raise awareness. We want departments to train their employees and develop their own policies.

Police departments should have a zero-tolerance policy toward domestic violence. Officers and other violators should be treated as criminals just as they would in any other situation.
