The muscle behind this plan is the broad spectrum of the partnership. We have representatives involved with flood control, water quality, habitat, water supply and conservation, and city and county governments, and we realized from the beginning there were challenges that kept each of us from realizing our individual goals.

Green printing is TPL language for helping a community figure out what lands they want to protect. Cities are always going to develop or always going to need places to live and work. Meanwhile, there are special places that we want to save before they change the whole character of why people live somewhere.

It's all well and good to say, 'here are the areas where you want to save land,' but how do you actually go about doing that's what these questions are about. You have to figure out the funding, you need to figure out if there are some policies you can implement that would help protect those things - water quality or habitat.
