Congress considers (the TANF program) a successful program, and that's why they reauthorized it. It addresses how to get people out of poverty, get them into mainstream jobs. But it's not just providing individual job training and placement. It's also doing prevention.

We're trying to reduce family poverty. We don't want our children living in poverty.

The money is so flexible, so broad. But it's a limited amount. While it seems a lot, given all our needs and services, it goes fast.

As he went throughout the state, he saw so many of our new TANF programs and he was impressed.

Do not mistake this at all -- the tax payers of Hawaii have been swindled.
