These raises weren't part of the budget and we have to turn right around in July and set the budget for the next fiscal year.

There is a likelihood that will happen. I would say that it's better -- most likely than not that it will be on the May ballot, But it won't be on the ballot where you vote for the house of delegates or whatever, it'll be a separate piece of paper.

Raises are given all the time and the public never hears about it. The public has a right to know what they pay their public employees with tax dollars.

We make sure the consolidation can be efficient before we take on these projects. We can do it if we need to, but the question is do we have to do it?
