"Joseph Wong Wing-ping" Hong Kong honours system/GBS Justice of the peace/JP was the Secretary for Commerce, Industry and Technology and the Secretary for the Civil Service in the Hong Kong Special Administrative Region of the People's Republic of China.

Wong completed his secondary school education at Wah Yan College, Hong Kong, a very eminent all male Roman Catholic Jesuit school in Hong Kong. He graduated from the University of Hong Kong in 1969. He also attended a one-year post-graduate course at the University of Oxford in 1974 and an eight-week Executive Program at Stanford University in 1989.

Wong is a career civil servant and was previously Hong Kong's permanent representative to the General Agreement on Tariffs and Trade (GATT) and the World Trade Organization (WTO). He has also been a professor at the University of Hong Kong and the Chinese University of Hong Kong.

This is one-off legislation to close a legal loop-hole and mandate this cut. The legislation cannot be used to mandate any further reductions.

They deserve attention from the world, so they will not have died in vain.

I think I have explained many times that there is no alternative to legislation if we want to implement this year's pay reduction with certainty. And I think it is only incumbent on the government to proceed with this piece of legislation.
