There's no improvisation here. Cuba has a plan to face hurricanes. The United States doesn't. It is vital that everyone be well informed, without sensationalism or cause for alarm. We do not turn hurricanes into a public spectacle.

The hurricane that affects Cuba today affects the United States tomorrow. And when one strikes the U.S., it can also hit Cuba or any other country in the region.

It's a system that moves very slowly, and will create tension for us for many days. It will be a long battle.
