The presidency, whoever is in it, has real advantages in the struggle, but we may see that the Congress finally believes that the Bush administration has gone too far.

Incumbents are perfectly happy to have limits on spending. Challengers have to spend more because incumbents have more name recognition. If you limit both equally you've given a slight edge to incumbents.

You can change the staff, but you're still going to have the same policy problems.
