This is an obscene action by the Detroit City Council. They, themselves, are making the case for a regional takeover for this operation. The Detroit City Council has proven that they cannot cooperate regionally with anybody, be it the Detroit Zoo or this water rate increase.

If they're deciding to pass that cost along to Detroit residents, Warren certainly can't dispute that.
