I don't think they were confused, I think they may have said some things to the government taken out of context. I think this reporter put the spin the government wanted to put on it.

There was clearly corruption in the city. But there's corruption in every city. If you look at the people that Bill Campbell brought in, he had no reason to suspect the corruption.
