We know what needs to be done. This is just a matter of political will. It's a matter of putting aside ideologies and looking at what the needs are and then crafting a strategy for addressing those needs. This is a matter of leadership.

What you're doing is creating an expectation in the public that you're doing something that VDOT won't be able to fulfill. You're setting VDOT up for failure. You're setting VDOT up to take the fall.

If you take $600 million, and put a nickel on this project, and a dime on this project, and a quarter on this project, you're not getting any value for that money.
