It's clear that there will always be roads in national forests. But it is a welcome change that the forest service has put the brakes on what has been a massive road-building system. Any new road building will have to meet rigorous testing and that's a positive change.

Anywhere you have an active level of climbing, you're going to see fixed anchors, ... There are different kinds of fixed anchors, from a bolt drilled into a rock or an old-time piton hammered into a crack. It's everything from the actual hardware to nylon webbing wrapped around an outcrop. They provide protection for climbers and are particularly useful when you're coming down or rappelling.

I really think the plan finds an elegant balance between park protection and visitor use and enjoyment.

Any new road has to be beneficial to the forest ecosystem rather than providing access to a stand of forest to be cut, ... The other values of the forest must balance against the quest to log all areas.
