"Thomas James "Jay" Feely" is an American football placekicker for the Chicago Bears of the National Football League (NFL). He was signed by the Florida Bobcats as a street free agent in 1999. He played college football at Michigan Wolverines football/Michigan.

Feely has also been a member of the Tampa Bay Storm, Atlanta Falcons, New York Giants, Miami Dolphins, Kansas City Chiefs, New York Jets, and Arizona Cardinals. He was a member of the Pro Football Weekly All-Rookie Team with the Falcons in 2001 and was a Pro Bowl alternate with the Giants in 2006 Pro Bowl/2005.

I told him he should come down here, put on some pads, let me kick off to him and let me try to tackle him.
