The magnitude of this storm is tremendous. We have 1,062 crews in the field. We're working around the clock to restore power.

We believe that they're way off on the cost to pay for the poles, wires, land and equipment, and they're way off on the cost to provide power for the area. And somebody has to pay for that.

So, I think what it (the report) does do, in terms of confirming what we've been saying all along, is that there are significant risks to both sides of the Sacramento River on this. It points out that the value to buy the (equipment) will be decided a year from now in a court and that forecasting what it's going to cost to purchase power for the area is unpredictable.

SMUD staff, unbeknownst to the board of directors, significantly changed the border areas that they wanted to take over.
