There is evidence the program is working.

My sense is that the public has lost a sense of faith in Salt Lake County government. There is a credibility problem. I believe this is a step backwards.

Any time an adult is in a teaching role, they're held to a higher standard. Obviously, Holland thought that wasn't an appropriate way for one of their employees to be acting in school.

He's obligated to use the same standards.
