In Ward A and Ward C, in particular, you have a difficulty in getting candidates to run. A lot of times, you just have a single candidate. If you have everybody at large, and everybody can run, you have a chance to have more people running - and I always think that the more people who run, the better, because then you get more study and discussion of the issues.

I like the idea of changing it so that everybody runs at large - because I think you get better candidates to run.
