The idea of flow is where a lot of capacity misunderstandings show up. Filling a school to the maximum capacity works only as long as no one moves from one class to another.
I heard the arguments, and then the idea was to go home and work through the numbers, to see which was reasonable. They couldn't both be reasonable ? there was such a wide disparity.
What really burns me up is that it took me less than two hours to find out that you are supposed to multiply those numbers by 80 percent.
