"Richard William Duncan "Dick" Pound", is a Canadian lawyer and author and former swimmer. He is a former president of the World Anti-Doping Agency (WADA) based in Montreal, and former chancellor of McGill University. He served as vice-president of the International Olympic Committee (IOC) from 1987 to 1991 and again from 1996 to 2000, and was a one-time candidate for the presidency of that organization.

Pound is a staunch advocate of strict drug testing for athletes. In 2005, Time (magazine)/Time magazine featured him as one of the "Time 100/100 Most Influential People in the World". On April 4, 2014, he was appointed chairman of the board of Olympic Broadcasting Services.

It may be that EPO traces disappear gradually from urine, but it cannot be that no EPO should be in them and then it emerges as if from nowhere.
