This will probably never happen, but the worst case scenario if the facility doesn't get built is that the city would be violating Arkansas law and see monetary penalties up to $10,000 per day. Like I said that will probably never happen, though, because the steps are being taken to improve this bad situation. They just need to find a way to pay for it.

The plant is just hydraulically overloaded. This plant has had problems from the start and as time has gone by and Cabot has seen more and more people, the problems have progressed and are getting worse.
