I know full well that the discussion on this issue and any passage of any type of ordinance will take months of discussion and massaging in order to meet the needs of our merchants. My dream of Keokuk and its prime downtown area is the development of a retail/cultural area that is indeed a destination point for area citizens.

The appearance of our streets and gutters is getting ridiculous, ... A significant percentage of people are allowing their gutters to be a collection point for leaves, twigs and limbs. I'd like the council to consider how we go in there and start cleaning gutters.

I realize if we had a lot of money, it wouldn't be a problem.

The way it works is the civil service commission interviewed all the applicants and they had a matrix they used where they scored the applicants from highest to lowest.

You have people who are considering moving to town and they go to the best residential areas and say, 'Is this how they take care of their streets and gutters?'

At what point do we stop continuing to try? It can be contagious if one or two people a block do it (clean their streets and gutters and trim trees).

It is my opinion that most probably I will be getting a recommendation from my mayor pro tem (today).

We will be losing families who have contributed to our communities, ... We will be losing part of our economic welfare, but we will continue to attempt to bolster our community in ways that will make us successful.
