They probably didn't want to put the generator outside for fear it would be stolen.

We were relying on the basic generator to survive with a light bulb in the middle of the room and a couple of flashlights.

We don't have the resources to force people out of their homes. But we have made it very clear to them that when we have to take shelter, all emergency services will stop. If people are trapped or if there is a fire in the city, no help will be coming. The consequences of staying could be death.

This is another example of why people should please not come back to the city. We don't have the services for them.
