The fuel is coming in but it is leaving the service stations quicker than we can get it in.

There is no legal issue here.

I think that is what the department's inquiry would look at, among other things.

But if you actually went to try and find a service station without fuel it would be a hard job.

We are well below that. I'm not sure how long it will take to get back to that position.

It is hard to find a refinery anywhere in the world still producing leaded petrol.

It makes sense to do it this way. Fuel exchange goes on all the time.
