He won an Emmy Award for his supporting role in Life Goes On (TV series)/Life Goes On as a young man living with HIV. He has also had recurring roles on ER (TV series)/ER, Melrose Place, and Now and Again. Lowe played Deputy White House Chief of Staff Reed Pollock on the sixth season of 24 (TV series)/24, and currently plays Byron Montgomery on Pretty Little Liars.
