It was not a correct usage of a bulk mailing, but we've determined it was an innocent mistake.

The good news is we haven't detected any anthrax-tainted mail at any of our facilities in the U.S. mail system.

Not all mail is screened. We had to take the majority of where the population centers and the mail are, and so there are parts of the mail that don't (get screened), and it depends on the state.

It is basically (a study) to look at efficiency in terms of cost. They're not looking at any major deterioration of service.
